This article stresses the importance of supporting children and their families in the child welfare system. The author begins by noting that infants and very young children need help because they are the most likely to enter, re-enter, and remain in the child welfare system. author then points out that studies show that children who have access to a nurturing caregiver are more resilient in their response to trauma than children who do not. The article stresses the importance of the Head Start staff in communicating children’s thoughts and feelings to their family members. Emphasizing the importance of support for the families, Cohen points out that it is imperative that caregivers and other family members be happy and emotionally secure because they then are more likely to support and look out for the needs of their children. The author concludes by stating that Early Head Start and Head Start workers are able to meet the needs of the children involved in the child welfare system.
